Certainly on the very obviously streaked grey back and very rufous head this is probably not a Rattling Cisticola, which has a more subdued head colour and dark streaking on a grey-brown back, and also occurs more usually in grassland with small scattered trees and bushes. BUT - just because it is probably not a Rattling Cisticola does not mean that it is necessarily a Wailing Cisticola. The Grey-backed Cisticola looks similar and also occurs in montane grassland with rocky outcrop. This is where distribution plays a role as the Grey-backed and Wailing only overlap in the Eastern Cape and south-east Free State - anywhere west of this and it will be Grey-backed, anywhere north-east and it will be Wailing. You haven't said where the photo was taken but it may be the key to your ID.

It was taken on the northcliff ridge in Johannesburg.

Well that rules out the Grey-backed. I still think that it is Wailing rather than Rattling but cisticolas are a very difficult family to differentiate. The bird's call is the only sure way. Can't be 100% certain on this one.

sorry about the bad picture quality! my lens had a screw loose, so I had to hold it on the camera myself.
