Help needed to ID a raptor

I photographed this raptor on the ground on the edge of a huge flock of Amur Falcons (1000 -2000 birds). Note the extremely light head! (the bird is buzzard size) I apologise for the lack of focus but I had the sun directly in my eyes while trying to focus on a 2inch screen...

The photo's were taken near to Rust De Winter:

Let's be honest, I think all you can do is ID it to species from these shots.

After some thought on this bird, I have to say I am still not sure despite the suggestions of it being a Euro Honey Buzzard.

I think had I managed to get clear photo's a more definite answer could be reached.

At the moment, the shape of the bird makes it appear to be a Euro Honey Buzzard, but in my mind I needed better pics!
